Change the Law For All Dog Owners To Have A Licence.

Too many people are allowed to keep dogs, for them only to be abused or abandoned.
There are so many dogs now being Put To Sleep because their irresponsible owners either dump them, do not have them chipped, or allow them out without a tag on.
Lets get the law changed where if someone would like to own a dog, the have to have a licence.
