Change the Law on Horse and Pet Theft

I the undersigned had put this on the Number 10 website, but it was closed due to the change of Government.
The request is to remove 'PET THEFT' (and the suffering caused) from the Theft Act and create a New Law, with stronger deterents.
Horse and Pet Theft has resently, been on the increase, the media tell us.
In the USA it is discribed as an epidemic, and New Laws have been implicated.
Pets and Equines have in the past, within the UK, has been treated with the same status, as a Video or TV and because of this the Courts are just giving, a slap on the wrist.
It was also suggested that the new US law, should reflect the pain and anquish of both owner and the pet, and provisions made for compensation of the 'Emotional Distress'.
In this Country 'Theft' can earn as much as, a 7 year sentence, but that is very rare.
Police Forces are not trained in spacifics and some list these crimes, as a 'Grey Area' as they are unsure, of the current legislation.
It needs to be much clearer, and to achieve this you need to lobby your M.P. and other interested parties, to set up a Consultation Paper.
The thieves need to know, that a far more serious action, will be taken against them, as in the US laws.
The present Lord Chief Justice, has gone a long way to suggest a change in the Law, in his interview in Jan 2009. where he feel if anyone takes cherished property, they deserve a substancial sentence and be forced to pay compensation.

Having suffered from pet theft myself in the past, I know just how destressing this awful crime is. I had no help at all from the police when I tried to report it. The law needs to be changed & clariefied. There needs to be a suitable punishment to re
