Witnesses should have the right to press charges, and/or the police, if there are visible marks on the victims body.
SPECIFICS (CLARIFICATIONS):
If a person physically watches an attack, and upon arrival at the scene, the police see visible marks, blood, bruising, open wounds, and/or missing hair, a distinct and clearly attacked person, the witnesses statement, along with the police officers viewed account of the injuries, should be able to warrant an arrest, and stand as evidence in court. Furthermore, if admitted to a hospital and rendered unconscious, even without statement, the hospitals staff is able to clearly see that the injuries sustained are a result of an attack. The state should then be notified in-order to conduct an investigation that will lead to the arrest of the rightful attacker.
