BE IT RESOLVED...
That, We the undersigned PEOPLE remind you that the U.S. Constitution forbids Cruel and Unusual Punishment (8th Amendment) and as Signatories of the United Nations Convention Against Torture and Other Cruel and Degrading Treatment or Punishment in the U.S. forbids Torture...yet...the 13th Amendment condones slavery as a punishment for crimes, and

WHEREFORE, the use of prison slavery to save States from bankruptcy whose revenues have decreased due to maladministration has resulted in the torture, rape and even murder of hundreds of thousands of American People who are unfortunately not upper-middle class, and

WHEREAS, the wrongful convictions of hundreds of thousands of American prisoners being readily acknowledged by the People of America HAVING RESULTED IN HUNDREDS OF MILLIONS OF DOLLARS of taxpayers revenues which operates to provide a livelihood and job security to hundreds of thousands of prison employees who would not otherwise be employed is a waste of our money, and

WHEREAS, the torture tactics of American soldiers in Iraq, etc. are part of a pattern of methods that have been used and tested in American prisons for almost two hundred years...

HENCEFORTH, WE, THE PEOPLE, AS UNDERSIGNED PETITIONERS, citizens of the United States of America live in mortal fear of being stripped of our human and constitutional rights as we witness the raping of our CONSTITUTION by overzealous bureaucrats. We remind you and caution you to remember that you as elected officials are empowered by AMERICAN DEMOCRACY from the WILL OF THE PEOPLE and a system of government OF THE PEOPLE, BY THE PEOPLE AND FOR THE PEOPLE. Thus, we call upon you to:

1. Develop a BLUE RIBBON COMMISSION to investigate, record, and intervene in the unconstitutional conditions of confinement, abuse, torture, rape, and murder as sanctioned by the 13th Amendment.

2. This Blue Ribbon Commission On Prison Slavery, Torture and other Cruel Punishments shall be assembled and will become a permanent Select Committee of the U.S. House and Senate Judiciary Committees.

3. This Commission shall have the resources and manpower and the legal authority to enter any state or federal prison at any time without prior notice to talk directly with any and all prisoners, o set up on-site inspection of records not available to the public, including central files and medical records of deaths.

4. This Commission shall have the resources and authority, after conducing investigations, including but not limited to polygraph examinations to review any and all USE OF FORCE reports and records as well as disciplinary and grievance records.

5. This Commission shall also have the power and authority to bring criminal and civil charges against any and all persons, to prosecute prison employees, medical staff and administrators who are in violation of laws and conventions prohibiting TORTURE and to employ other sanctions (e.g. withholding federal funds to state prisons per 42 U.S.C. Civil Rights statutes).

6. This Commission shall exist in perpetuity.

WE THE PEOPLE, as undersigned Petitioners call upon you to repeal and abolish prison slavery in the 13th amendment as a punishment for crimes.

WE THE PEOPLE, as undersigned Petitioners affix our signatures and this affirm that the American people do not exist in order to provide governments of several states with a captive labor force for their personal enrichment. Wrongful Convictions are a sign of TYRANNY. Prosecutorial misconduct is the result of an overzealous government and when Torture and Abuse in American Prisons becomes the norm it threatens us one and all.
