WE ENDORSE THIS PETITION to the Department of Defense, US Army
Corps of Engineers, Secretary General of the United Nations, State of
New York, various Senators, Congressional Members, Assemblypeople,
Mayors and Committee People, FOR THE CREATION OF A SELF GOVERNING
CITIZEN OVERSIGHT COMMITTEE (Committee) to oversee the cleanup efforts
at the former Lake Ontario Ordnance Works (LOOW), Niagara Falls
(radiological) Storage Site (NFSS), US Atomic Energy Commission
(USAEC) site(s) and or vicinity properties, AND THE ANNOUNCEMENT OF
THE FORMATION OF THE SAME (since 2002).
WE, THE UNDERSIGNED RESIDENTS OF the United
States of America, are expressing our displeasure and concern over the
cessation and restructuring of the once held US Army Corps of
Engineers-Buffalo District, Lake Ontario Ordnance Works (LOOW),
Niagara Falls (radiological) Storage Site (NFSS), Restoration Advisory
Board (RAB) PUBLIC MEETINGS, according to Department of Defense, US
Army guidelines, and established locally in 1998-1999,
AND,
WHEREAS, These previously held Public Meetings were the only forum
and outlet for residents to receive, examine and question
technical documents and findings, peer review and the request of
scientific clarifications, view presentations, and to make public
comment upon the US Army Corps of Engineers-Buffalo District, US
Department of Energy, US Environmental Protection Agency, New York
State Department of Environmental Conservation current, and or,
historic hazardous waste cleanup efforts and other operations at the
LOOW, NFSS, and vicinity properties,
AND,
WHEREAS VARIOUS INEFFECTUAL CLEANUP EFFORTS HAVE BEEN ATTEMPTED OVER THE PAST NEARLY SIXTY YEARS, WE, THE CITIZENS, FEEL THAT CONTINUED AND EXPANDED OVERSIGHT BY THE PUBLIC IS NECESSARY FOR THE SAFE ADMINISTRATION, INVESTIGATION, PERPETUAL CLEANUP AND CARE of these HAZARDOUS TOXIC LEGACY FEDERAL WASTE SITES located in Lewiston and Porter, and elsewhere in Niagara County, New York,
FURTHERMORE,
BE IT KNOWN THAT, With the CESSATION, DISCONTINUANCE and restructuring of LOOW NFSS RAB PUBLIC MEETINGS, announced via postal letter to RAB Board Members, and dated May 24, 2002, effective for the June 2002 public meeting and for an indefinite period of time with no further meetings scheduled,
AND, with the continued public perception of misinformation, inaccurate and or misleading information that may have been historically distributed for public consumption and for entry into the
Official Record of the Lake Ontario Ordnance Works (LOOW), Niagara
Falls (radiological) Storage Site (NFSS) and vicinity properties et.
al., through its ADMINISTRATIVE RECORD FILE, MEETING MINUTES, or any
file or record, paper or electronic,
HENCE, BE IT KNOWN, THAT WE THE CITIZENS OF THE UNITED STATES AND NIAGARA COUNTY, NEW YORK STATE,
are hereby asserting and exercising our right to request, require and insist
on complete transparency and openness of all future meetings that may
occur at public expense and or under the pretense of the public good,
with the ability to publicly gather for the purpose of the examination
and comment upon technical documents, the review of environmental
reports and historic documents, the right to freedom of information
and speech, AND, THE RIGHT TO THE ESTABLISHMENT OF A CITIZENS
OVERSIGHT COMMITTEE (COC), for the Lake Ontario Ordnance Works (LOOW),
Niagara Falls (radiological) Storage Site (NFSS), and for the purpose
of monitoring continued open, honest and transparent operation and
cleanup of the aforementioned military legacy hazardous waste site(s)
et. al., or, for any legal reason to assemble or congregate for the
purpose of examining this matter in the greatest detail,
