CONCERNS REGARDING TAKEAWAY OF
SALEM COUNTYS SMART GROWTH OPPORTUNITY
& STATEMENT OF UNITY WITH OUR SALEM COUNTY NEIGHBORS
WHEREAS, the Townships of Carneys Point, Oldmans and Pennsville have previously prepared and revised Master Plans, and submitted the same to the State Planning Commission, pursuant to its responsibilities under the State Planning Act, N.J.S.A. 52:18A-196 et seq., has prepared and adopted a State Development and Redevelopment Plan (State Plan) which includes a State Plan Policy Map; and
WHEREAS, in adopting a State Plan, the State Planning Commission has laid out goals, policies, and objectives for the use of land in the State of New Jersey (including the concept of Planning Areas and Centers as the organizing planning principles for achieving a more effective and efficient pattern of development in the State); and
WHEREAS, the State Planning Commission encourages municipalities, regions, and counties to demonstrate that their plans are consistent with the goals, policies and objectives of the State Plan, thereby rendering their plans eligible for Endorsement by the Commission; and
WHEREAS, the County of Salem has planned on the eastern portion of the county by Route 295, Route 130 and the NJ Turnpike being able to accept the Countys fair share of growth, and
WHEREAS, now the NJ DEP desires to unilaterally derail these plans and studies so as to:
Within Pennsville Township: increase the 5219 acres of PA5 classification to 8105 acres, which is a 55\% increase, or a takeaway of 2,886 acres,
Within Township of Carneys Point: increase the 1219 of PA5 Acres to 5066, a 315.6\% increase, or a takeaway of 3,847 acres,
Within Oldmans Township: increase the 319 of PA5 Acres to 4693, a 1471\% increase, or takeaway of 4,693 acres,
RESULTING IN A TOTAL LOSS OF 11,426 ACRES, from the
Route 295, NJ Turnpike/Route 130/Route 49 Smart Growth Corridor, and
While within Penns Grove Borough no acreage was reclassified, they are surrounded by us and in great need of economic opportunities, and
WHEREAS, we are concerned that the value of our land and properties is being taken away without a legislative act: and
WHEREAS, Salem County is economically depressed, and a reduced sales tax area: and
WHEREAS, This is the only growth area in Salem County, and the PA5 reclassification will eliminate the potential for water and sewer extensions, and Smart Growth, and
BE IT RESOLVED, that, the undersigned hereby asks that all Governmental Authorities, review the proposed PA5 reclassification, and assist us in fighting any changes that are not consistent with the State, County, and Township plans, and
BE IT FURTHER RESOLVED, that all Governmental Authorities, be put on notice that I and other petitioners, will resist any and all efforts to take away the rights of any area property owners and residents,
BE IT FURTHER RESOLVED, that I request a copy of this petition be forwarded to the Governor, the Senate President, the Assembly Speaker, members of the Legislature representing the Township of Carneys Point and the Salem County Board of Chosen Freeholders and Planning Board, the governing body of the Township of Carneys Point, the Planning Board of the Township of Carneys Point, the Commissioners and Secretaries of State Agencies, the governing body of the Township of Pennsville, the Planning Board of the Township of Pennsville, the governing body of the Township of Oldmans, the Planning Board of the Township of Oldmans, the governing body of the Town of Penns Grove, the Planning Board of the Borough of Penns Grove, the County and Township Planners.
