International migration, economic opportunities and other circumstances abroad have compelled many of us Filipinos overseas to seek naturalization in other counties. However, this naturalization does not make us lesser Filipinos nor does it diminish our continuing ties with our native land. While we may become citizens of another country, this enables us to help our families and countrymen in a better way because of economic and other opportunities gained from naturalization.
Today, some ninety countries of the world recognize dual citizenship, and this recognition has proved to be advantageous to them and their nationals.
We urgently appeal to the distinguished Members of the Senate and the House of Representatives of the Philippines to work for the immediate passage of a law recognizing dual citizenship or retention of Philippine citizenship to all natural-born Filipino citizens, and to grant them all the rights and privileges accorded to Filipino citizens under the Constitution of the Republic of the Philippines.
