The idea is to prevent employees being switched to salary then ""over houred"' or over worked.
Apparently, some companies switch hourly workers to monthly pay or yearly pay; known as salary pay. Fully knowing that the employee will have to work over 40 hours, plus weekends/nights/after company hours work... To prevent paying overtime to the honest employees, such work not documented beyond 40 hours.
This also prevents employees that are supposely full-time but work less than 40 hours, out of fun delegating work to other employees.
