Give The Voice Back To Independence

Currently the independent film industry is going straight to the ground because each year (even though hundreds of entertaining films are being made each year) they are being handicapped by the fact that they cannot be distributed properly. In other words Big Production Companies are making it impossible for independent films to be seen because they own most of the movie theatres and video stores.
Most of the video stores will only sell or rent out movies that are seen in theatres or movies that are distributed by the major film companies. A lot of the video stores dont even accept video submissions for distributions (because they want the films that are seen in theatres).
Monopolies are illegal in this country that we live in, so then why is the monopolization of the film industry not being looked into or regulated? I suggest that regulations are made on ALL movie theatres, especially the ones that are owned by motion picture companies. I think that all films should be given a fair chance to be seen in theatres.
So the regulations that should be put on movie theatres owned by the major motion picture companies/video stores should be (the following):
Only 60\% of the films that are played can be the production companies. This will give them leeway to get their movies seen, while at the same time give some of the other production companies a chance to be seen.
For the other 40\% there must be an open submission policy, meaning that all theatres must take open submissions (and fairly evaluate each movie seen). This will make it so that the movie theatres can still be selective, while giving other companies a fair chance to be seen.
