Keep the city green, and cool

This petition is to recommend that large building owners, office spaces, public lots be inspected by thier facilities or licensed contractors for correctly working sprinklers to avoid water waste and non-working external lighting.
Promotion of better water saving devices, such as pressure regulators and spray devices.
Including timing devices, temperature devices, and batteries.
The fact is if the trees, grass and plants removed surface temperature increases during hot weather spells.
At least once a year, on written schedule; before the first day of summer.
