Live tax on vehicles transfered from one state to another

sir, Both the Driving License and the Registration of vehicle are though issued by state government agencies but on Indian Union. Hence, what they do is on behalf of Indian Union. Formerly, they used to collect motor taxes per year but as the number of vehicles started increasing, it was cumbersome hence, the Life Tax collection system came into existence. Though the amount of Life tax collected is a looting for, altogether if we work out the interest accrued thereupon it far exceeded to the annual tax yet public were mute. However, children are seeking education in different states and if they carry their two wheelers as per the act they must get registered in new address else, the cops will take first opportunity whenever they are hungry or dry. To change the registration to other state the new state also collects the life tax thus the parents are put to immeasurable pain. Same is the case if a government servant is transferred. Either do away with double life tax collection or make arrangement the avenue to refund the same amount collected by the new state from the erstwhile state. The government should not squeeze the money from public to the maximum.
