To The NCDHR National Committee (NCDHR Management)
We Undersigned member of National Campaign on Dalit Rights Activist Forum raising following demand with this petition in front of NCDHR National Committee (Management of NCDHR).
"NCDHR Activist Forum" is a forum for NCDHR full timers. State Full timers and National Full timers are member of this forum. This forum is the union to protect, promote and facilitate the Dignity, Rights, and development of NCDHR full timer activists.
First time in History of NCDHR the full timers are coming together to raise some concerns in the form of Demands Charter in the context of Strategical planning of four new movements from NCDHR.
We Urge NCDHR National Committee ( Management of NCDHR) to accept following demands and set immediate time line to implement actions to fulfill the Demand Charter.

1) Human Resource Policy
Develop Human Resource policy for NCDHR and other four Movements in full consultation and participation of NCDHR Activist Forum
2) Policy for Sustainability of support
Develop Security policy for NCDHR and other four Movements in full consultation and participation of NCDHR Activist Forum

ii. Termination, suspension and any other related actions

3) Security Policy

7) Participation in Planning
a. Ten years or at least five year strategy action Plan from NCDHR for Dalit Human Rights should be developed with full participation of NCDHR Activist Forum
b. Full participation and agreement of State Full timers at all stages of project/program proposal development process
c. Annual and six month plan of activities should be developed in full participation and agreement of state full timers every year.
8) Political Leadership
Develop some policy to ensure NCDHR Activist political leadership in NCDHR and four coming movement setup
a. Political leadership should not be prohibited for full timers at any stage and level
b. Develop some membership criteria in case of NCDHR full timers i.e. primary membership
c. Ensure representation in State and National level committee, Executive Council, General Council and other NCDHR forums
d. Ensure representation in State and National level committee, Executive Council, General Council of four movements ( four movements)
e. Set up Reservation mechanism to ensure above said political representation for Full timers
Political leadership distribution Criteria:
For organization (NGOs):
f. One NGO should be limited for only one Movement for membership
g. Non-Dalit NGOs should not be given any membership
h. Regional, Gender, Sub Caste, Religion etc Balance should be given
i. One particular caste leadership should not be given for more than one movements
For NCDHR Full timers:
a) Ensure Primary membership for NCDHR Full timers in NCDHR and Four movements with special criteria
(i) Reservation in Representation in all levels
(ii) No need of any organization set up (NGOs)
(iii) All Adhoc National Committee should have representation of minimum four full timers
(iv) All Adhoc State committee should have representation of minimum two fulltimers
9) NCDHR Activist Forum
For NCDHR Activist Forum some points are:
a. Should be recognized by Present NCDHR management
b. Ensure the Recognition should be continuing in future with four movement process and etc.
c. Ensure some Setup space for NCDHR Activist Forum in NS of NCDHR
d. Ensure 75\% Political representation reservation in National Committee of NCDHR
10) Evolve IT Policy:
Develop IT policy for NCDHR and other four Movements in full consultation and participation of NCDHR Activist Forum
This policy should contain criteria for allocation of
a) Computers,
b) Laptops,
c) printers,
d) Internet,
e) Pen drive,
f) other related apparatus,
g) other system and accessories
h) with required furniture.
