Microchipping ALL Puppies and Kittens bred

We the undersigned are petitioning towards the introduction of microchips for ALL puppies/kittens from 8weeks old.
Any puppy/kitten bred would have microchips implanted BEFORE leaving the breeder at a minimum of 8 weeks.
We would hope that this would then help reunite many owners of lost and stolen dogs/cats/kittens and puppies. Of course every change of owner would need to change their adresse and details however the microchip company would keep the past data. So should people move or fail to update it would be easier to trace. (vets filling out the origional would have the breeders details and therefore false information is unlikely.)
All rescues now microchip if they arent already done.
We the undersigned feel if it was made compulsory it would help rescues as either the breeders could take them back, or contribute financially towards the upkeep of these dogs. Reputable breeders would no doubt be devastated to find out their dog/cat was in a rescue. Therefore back street breeders and puppy farmers who fail to microchip would then be noticed easier.
In Summary for the sake of 15 we believe that it would help owners to be reunited through lost and stolen cats and kittens and pups and dogs. It would help the breeders taking responsibility for the dogs and cats in rescue should theirs be handed in. And believe that it is a way to help many of the animals put to sleep in this country.
