New Legislation needed: BSL interpreters

Deaf people in Great Britain demand the Government to provide legal rights for deaf people to set up a commission to provide legal rights for Deaf people to access to the employers, service providers using BSL interpreters. The commission have a right to monitor interpreters. The commission should have legal obligations to monitor intepreters, and have right to remove interpreter's qualifications if they act improperly or illegially, or treat Deaf people in an improper way.
There are many interpreters who do not have proper qualifications, and do work with Deaf people, and may not provide high standard they requires.
Any interpreter who is not registered with CACDP or ASLI should not allowed to called themselves as an intepreter and should not working with Deaf people. There are many freelance interpreters who state that they are interpreters, but did not says that they have registered with these professional associations or have proper qualifications to work for Deaf people.
The legislation should give the commission legal rights to investigate any complaints about interpreters, on how they work for deaf people, or the way they charge organisations or individuals unfairly (I do know an interpreter earn 1,200 pounds for a day, and an interpreter charge a full day charges whatever hours they ask for).
The legislation should allow the commission to legally ban the interpreters and put interpreters on Black list that they should not work for deaf people in anywhere in Great Britain.
