HF 2232 - to eliminate the Iowa Law Enforcement Academy
This bill eliminates the Iowa law enforcement academy. The Iowa law enforcement council is retained, and is housed and supported by the Iowa department of public safety. The council will act in a manner similar to that of a licensing board, certifying officers, and imposing discipline as required. Training will be approved by the council but will be provided by regional academies, area community colleges, and other educational institutions.
Will the passing of the current bill, training will no longer become centralized and standard training for all peace officers in the State of Iowa. Majority of Law Enforcement Officers that work in the State of Iowa, are trained at the ILEA. With dissolution of the ILEA and spreading training to various community colleges, training will now be up to the interpretation of the many and various instructors (most of which will be civilians).
Community colleges are a business and will treat training as such. If there are not enough enrollments in a training class, the class will be cancelled. There will soon be many people becoming certified and rapidly the competition for already certified applicants will hurt the competitive market for certified peace officers.
We the undersigned believe that the ILEA should be allowed to preserve itself as the primary training facility for the State of Iowa to train local law enforcement.
