Justice can only be served when the statute of limitations isremoved, and the obligation to denouncesexual crimes for every individual is enforced. It is necessary to impose true criminal liability for those that do not report these crimes or, worse, protect those who commit these crimes. The guidelines will find it difficult to find children who actually denounce these crimes, as it is hard to get past the trauma and often only do so until they reachadulthood. As a result, time passes and in the meantime,the time allowed to file a complaint expires. This not only allows the criminals to walk free, but also those who knewbut did not report the crime, and they will continue to argue that they were not under obligation to do so.
