Petition for Verizon to Install FIOS equally and quickly

In 2004 Verizon implemented a nationwide Fiber Optic network called FIOS (which will be referred to as FIOS for the remainder of this document). FIOS' purpose was to replace the current PSTN (Public Switching Telephone Network aka Plain old telephone lines) with a next generation on to the Internet. Much of this was due to the fact that Verizon saw it's main business inherited from BOC (Bell operator carrier aka Local Phone Company) slipping to alternative means of communication such as Email, Instant Messaging, VoIP (phone service over the Internet), and cell phones. This new infrastructure was supposed to enable Verizon to keep the lead in the mass communications race.





For all intensive purposes it is unclear whether Verizon intended to or had liberty to build such networks in other exchanges. So for the purposes of this petition will only cover areas where verizon is the ILEC (local phone company). This will especially extend to areas like Verizon's territories in New Jersey, where Verizon made all or nothing agreements with New Jersey as to how FIOS would be delivered. Now Verizon has placed the necessary fiber optic cables in many areas so service can be delivered. Although, these cables have been lain they still are not connected to the residences who should be enjoying their benefits via an ONT (the fiber optic equivelant of a telephone network terminal). Furthermore, in many cases Verizon is refusing to do the labor themselves stating the customer must higher a Verizon approved contractor to do all or part of the work required to bring the line into the consumer premises (Residence).





This Petition is to redress the issue and insist Verizon continue it's work by extending FTTP to all residences in Verizon's territory where FIOS would be employed which is a good 90\% of all Verizon's territories. It also insist that Verizon work especially hard to do this in areas such as New Jersey where verizon promised to build up (implement FIOS) equally across all it's territories statewide as mandated by the state. Furthermore we the Local Exchange Clients insist that Verizon work harder at making FIOS available to all it's residential territories and even business territories. If we are to pay taxes for the support and subsidization of the ILEC Verizon as we do now. We should at least get a quality and quantity of service that matches such subsidization.





Verizon should without doubt or reservation begin implementing FIOS connections in neighborhoods where the useful Fiber has already been drawn. It should also offer these services to people in equal consideration and neither deny nor hinder the delivery of such services. Furthermore, Verizon should henceforth set out to draw fiber needed for FIOS to all it's ILEC Territories by years end.
