Planning Board Oversight for Temporary Development Permits

Since there is no formally documented set of requirements for Temporary Development Permits, as there is for Development Permits including Planning Board oversight for exceptional events, a specific list of requirements is needed to insure consistency in the application approval process and the seamless integration with The Special Events Policy.
This formal Temporary Development Permit process would require Town Planning Board and Town Commissioner approval for all projects which:
a. exceed 500 participants
b. are held over more than one day
c. sell admission to the public
d. provide retail outlets
e. serve or sell alcohol
This process would also require the following stipulations be adhered to:
1. Required performance bond to insure the payment of police, fire, trash removal and emergency personnel provided by the Town of Wake Forest.
2. Required proof of sufficient liability insurance to cover the event.
3. Required appropriate alcohol licenses approved prior to town approval if alcohol is to be served.
4. Agreement to provide sufficient toilets for the recommended number of participants
5. Agreement to insure the clean up and trash removal and cost for same will be covered by the applicant.
6. Adherence to all existing Wake Forest policies and statutes, including:
a. Notification of adjoining residents and businesses
b. Appropriate temporary permits to keep livestock (horses, goats, etc.) near residences
c. Traffic control and adequate parking
d. Protection of watershed
7. Return of the land to its original state following the event.
8. Other requirements as deemed essential by the Planning Staff
