Ricer warning system

This petition is for the Ricers on the road to be labeled for the good of all other automobile operators that share the road with them.
A ricer is someone who believes that lights, stickers, useless parts, stupid driving and any other abnormal or dangerous driving habits help them in their need for speed or attention.
This petition is being issued due to the outcry of many of my fellow automobile operators. Ricers have become a dangerous part of everyday driving. From their obnoxious revving at much faster cars, to their insufferable light displays and their unbearable lane changing that never seems to end.
The only way to stop the ricers horrendous ways is to formulate a method for the ricers to be controlled. This is where this petition comes into play. With your valuable signatures we can make the government help us.
What the petition would make ricers do and comply with:
We can have the government label these dangerous drivers, RICERS. This would be very similar to the notification the sexual predator has to give their neighbors as they move into a neighborhood.
The RICER would have to go door to door to introduce themselves and warn the neighbors that there will be loud mufflers and screeching tires late at night due to the fact that a ricers and his/her friends will be racing around the neighborhood, late at night because they get laughed at when they go to the track.
And finally the RICER would have to a license plate that would show the operator of the automobile is a dangerous, obnoxious and generally ignorant individual or in shorter terms a RICER.
Keep the American streets quite and safer. Please sign this petition for the safety of yourself, your loved ones, your friends and anyone else you know or care about that drive the beautiful roads of America.
