Bush la extradicciуn del terrorista cubano-venezolano Luis Posada Carriles, convicto y confeso, considerado como uno de los mбs grandes terroristas del mundo, encarcelado por uno de los peores atentados contra el gobierno cubano, la bomba que derribу un aviуn de la aerolнnea Cubana de Aviaciуn y que muerieron 73 personas. Posada es prуfugo de la justicia venezolana ya que se escapу de una cбrcel venezolana y fue a participar en la fase mбs importante de la cruzada anticomunista del gobierno de Reagan en el Hemisferio Occidental: la operaciуn clandestina del teniente coronel Oliver North para suministrar armamentos a los contras nicaragьenses, entre otros mбs actos de terrorismo.
