Stronger Punishments for Car Theifs

Has Anyone ever had their car stolen. I had my car stolen the other day and had to fork out 400 excess and that got 700 for a car i paid 1500 for. Include the fact that it cost me 1000 to insure it. And i have had 430 worth of repairs done on it. This gives me a total cost for having my car stolen of 930. The person who stole it was however caught. They didnt have a license or any insurance and they got fined 150 and they cannot drive for 6 months. Is it just me or are we being ripped off here??? Its hard being a student as it is and when your car gets stolen you have to fork out not the person who stole it. This petition is aimed at the government for stricter rules on car theft.
