Unlike the US, Iran is a signatory to the nuclear Non-Proliferation Treaty, as well as the Chemical Weapons Convention, and the Biological Warfare Convention, and has never violated a single one of its obligations.

There is thus no reason at all to even believe that if Iran had access to nuclear power that it would actually be used by their government.
