We, the residents of Lowell, Massachusetts, do hereby support those City Councilors who believe that it is time to open up the position of City Manager.
Furthermore, we expect that the next appointee will be a professional, apolitical employee who will respect the Council and its wishes, and who understands the nature of a Plan E form of government. We believe it is in the best interests of the city to initiate a serious and extensive search for the City Manager's replacement. We strongly believe that a city manager should be able to work with residents, city activists, and real estate developers alike.
