We are taxpayers who support the passage of a Taxpayers Bill of Rights for Texas (TABOR).

In effect, this legislation would:
1.) Limit increase in state spending to the growth of population plus inflation;
2.) Allow Texans to use surplus revenue to: establish a budget stabilization fund (up to 3\% of the budget), create an emergency fund (up to 15\% of the budget), and return surplus revenue to the taxpayers by lowering property taxes;
3.) Finally, it would place taxpayers in charge by requiring their approval for increases in spending or taxes beyond those allowed by TABOR.

In recent years, most property tax increases resulted from appraisal creep. In 1997, Texas taxpayers were given a $1 billion cut in local property taxes. Unfortunately, it did not lead to true tax relief. Ever-increasing valuation, or tax hikes levied by cities, counties, and special taxing districts, nullified the tax cut.

What happened to the spending limit already in place? Texas voters thought they were placing limits on state spending when they passed a 1978 constitutional amendment. Unfortunately, it had no teeth. It included no restrictions on dedicated funds and loopholes allow legislators to increase spending at will.

TABOR is a proven way to prevent occurrences such as these and provide true protection for taxpayers.

If Texas had implemented TABOR in 1991:
1.) At least $4.7 billion would have been returned to taxpayers as either rebates or tax cuts.
2.) The recent $10 billion state budget crisis would have been prevented.

We deserve a limited government that truly does answer to us.
