Whereas Article III Section A Subsection 1 of the bylaws of the Westwood Neighborhood Council (WWNC), as approved by the Department of Neighborhood Empowerment of the City of Los Angeles, define stakeholders of the Westwood Neighborhood "as those who live, work, or own property within WWNC boundaries, or those who declare a stake in the area within the WWNC boundaries and affirm the factual basis for it";
Whereas we recognize that the University of California (UC) will not advocate on our behalf to the Westwood Neighborhood Council as the UC is a legal entity unto itself within its borders;
Whereas the democratic principles of universal suffrage requires poll access to all constituents when a vote on representation is;
Whereas the Office of the City Clerk of Los Angeles has set a date for the Westwood Neighborhood during the Summer Break on the UCLA Academic Calendar;
Whereas members of the University community can not, without undue hardship, access the polling location during the Summer Break;
And whereas the Office of the City Clerk of Los Angeles has specified only physical disability or religious grounds for eligibility to vote by absentee mail in this election;
Therefore, let it be resolved that we find the selection of an election date during the Summer Break to be disenfranchising to the UCLA community;
Therefore, let it further be resolved that we demand the Office of the Clerk of the City of Los Angeles and the Westwood Neighborhood Council protect the right to vote by absentee mail to prevent discrimination against the UCLA community.
