A Plea for help - Senior citizen in severe distress caused by senior IAS officers

Please help this senior citizen who gave all his life to serve the Government of Andhra Pradesh sincerely and honestly and now leading a very simple and honorable life.  I am a 73 year old retired Government employee who for the past twenty years has been waiting for justice to be served regarding my case. I have been unlawfully super ceded by a junior in promotion to a higher post. When APAT duly struck down the cases and provided judgment in my favor, the senior IAS officers instead of implementing the orders engaged in frivolous litigation with scant regard towards the rules and regulations and laws of the Government of India.  Is this the kind of reward a sincere and honest government employee with a spotless service gets from the Government of Andhra Pradesh? Due to this, I see no light at the end of tunnel and justice being served.  For all these years, I have been suffering from psychological duress and missed out on financial benefits that are legally due to me.

Is there any respect towards the rules, orders of the courts and D.O. Letters of the special Chief Secretary to the Government?   Is the Government of India serious about implementing the Senior Citizen Protection Act? Will the Government of India protect their senior citizens against harassment and undue psychological and financial agonies meted out by the elite IAS bosses? Shouldn’t there be provision in the Senior Citizen Protection Act to take action against those who are in higher levels of bureaucratic power who willingly misuse the power against helpless senior citizens? Shouldn’t the commissioner of Senior Citizens Affairs be responsible to looking into these issues? Can justice be expected if commissioner of Senior Citizens affairs be tagged to an existing department at secretariat level?

Mr Bhanwar Lal he has committed an offence of  perjury of misleading the APAT and High Court of A.P. with concealment of facts and concoction of stories punishable under section 191 Indian Penal Code regarding my case.

Does the Government of India have the will power to honor and implement UN resolution (to which it’s a major signatory) December 14, 1990 for protection of rights of its senior citizens? 

Why is the abuse of power and misuse of judicial process by IAS officers allowed? Why is the Government not putting an end to frivolous litigation caused by the so called senior IAS officers against honest and sincere retired Government employees like me despite sending representations to all concerned authorities? When will a senior citizen like me who is 73 years old receive justice? Does senior citizen protection means only protection against police, what about protection against these IAS officers and their henchmen?

 Will anybody in authority viz., P.M./C.M. of A.P./Minister of Civil Supplies, Chief Secretary to Government look into the matter and do justice by directing the Commissioner of Civil Supplies, to withdraw the frivolous litigation in the High Court of A.P. and take positive action to implement the order of  the A.P.A.T. dated 31-07-2002 in O.A.No.6833/95 and 6320/96 by taking positive action simultaneously and immediately without bothering about the D.P.Cs. which have done the maximum damage twice? Further if there is nothing to be done by the D.P.Cs. as the case of only one officer is to be processed as per the orders of the APAT

2.      DK Panwar - Member, A.P. Administrative Tribunal

3.      Jannat Hussain – Chief Information Commissioner, AP

4.      SP Singh -  Former Commissioner of Civil Supplies, Government of Andhra Pradesh

5.      Bhanwar Lal – Chief Electoral officer AP

6.      Sanjay Jaju - Former Commissioner of Civil Supplies, Government of Andhra Pradesh

7.      Harpreet Singh – Former Commissioner of Civil Supplies, Government of Andhra Pradesh

8.      Other members of two DPCs

 

 The honorable Prime Minister of India Dr. Manmohan Singh and UPA Chair Person Smt. Sonia Gandhi who themselves are senior citizens on many occasions have promised to protect the interests of senior citizens and provide speedy justice to their case. I kindly request you to implement their promises and provide speedy justice to my case
