The standoff between the two sides of the ongoing civil war in Bastar is causedby differing views on 'development' and yet, Ironically, it's the development (which must be defined and designed amicably) that's the real casualty. Rigidity on both ends has completely paralysed the welfare state, so much so, even voluntary forces have been forced out, leaving the godforsaken aboriginals in lurch.
Despite being a much discussed-debated subject no clear, practical & unbiased roadmap has been suggested so far. To fill this void, and to veer the discourse towards a swift & peaceful resolution, Raipur-based youth group Caucus on Policy Inputs (CoPI) is releasing a basic draft of the proposed roadmap. This draft will be disseminated-discussed widely within and outside the state by the group and all of you are humbly requested to put forward your suggestions.
Comprehensive Program for Revival of Bastar
Political:
A] Govt of CG should announce a unilateral ceasefire for one month upon success of which, interlocutors will be appointed immediately with well-defined roles, responsibilities and timelines.
B] Union & State govt must revert to 5-point program of Nehru on tribal development.
C] CPI (ML) to declare cooperation & support for development initiatives mentioned below.
Civil administration:
A] Appoint a joint secretary level officer as R&R commissioner, based at Konta, to execute SC directive.
B] Establish a primary school, PHC, AWC and an info-kiosk (power backup, net-connection, Wi-Fi, Bluetooth) within 5km radius of all habitations, within a year.
C] Develop a criteria package for VOs/NGOs in consultation with Accountability Alliance for an invitation to work in Bastar region and provide them basic infrastructure & security.
D] High Court should set-up a high-powered to review tenability of all CG SPS Act cases within 6 months
Social:
A] Post-trauma counseling in every CHC
B] Certain social ceilings to protect & preserve local ecology, especially forest cover
C] Anti-addiction centre in every block, to be run by local PRI/VO
D] IEC campaign to promote sustainability values of aboriginals
Legislative:
A] Reform Tribal Advisory Council to make it more independent, liberal, capable and effective.
B] Community policing enabled through legislation; e.g.-elected police chief for a fixed term, to serve under PRI
C] Introduce land reforms; e.g.-forfeit all non-ST landholdings beyond a permissible limit (Half acre for housing, 2 acres for agriculture/commerce).
D] Allow autonomous, apolitical, democratic (based on strict Johar Mahasangh bylaws) to get preference in govt. contracts including supplies & construction.
Law & Order:
A] Appoint special IG-ACB, based at Geedam, with jurisdiction over Bastar commissionerate area
B] Immediate filing of cases against SPOs and armed forces personnel accused of excesses
