Are my words Falling on Deaf Ears in Prison

I am 136 db profoundly deaf by birth. This pending discrimination is still active... since October of 2004. I am being discriminated by DOC (Dept. of Corrections.) in Colorado and need help to open the communication line between my husband, father of two children, in jail and I.
They refuse to let him make calls to me whenever and however the bill is ordered. I have to pay for it since he ONLY can call me if it is ONLY collect call maybe once to twice a month through the TRS (Relay Calls that are handle by operators.)
I have proof of converstations saved from using TRS, letters and grievances from DOC.
Please sign your name to help this small family to remain in touch through telephone normally like other inmates do. Help me strengthen on 'our' part against this discrimination by DOC.
IT IS NOT FAIR OTHER INMATES GET TO CALL THEIR WIVES ANYTIME THEY WANT WHILE MY HUSBAND ONLY GETS TO CALL ME AND THE JAIL WILL BILL ME THE PHONE CALL LIMITATIONS THROUGH TRS WHENEVER THE DEPUTIES ARE READY THAT IS ONLY MAYBE ONCE OR TWICE A MONTH!
Why should I have to pay for the collect call because I am deaf, do I have to deal with it just because I am deaf? Or are my pleadings falling on some deaf ears?
Did you know that they make about $76 million dollars in profit per year by these inmate phone calls
