Der Deutsche Bundestag möge erwägen die Flüchtlingslager Hagadera, Ifo und Dagahaley in Dadaab, Kenia auf 99 Jahre zu pachten und zu Städten auszubauen. Die Lager könnten auch ins äthiopische Hochland verlegt werden um die Malariagefahr für Europäer zu verringern.
