Romania is close to integration with the EU and in spite of all the announced economic crises, one of the most forward-thinking and visionary laws for the future of this country, the Bill of Law on the Education of Gifted and Capable of High Performance Youth at http://www.cdep.ro/pls/proiecte/upl_pck.proiect?idp=7148 has been recently rejected by the Government and the Education Commission of the Government.
The Romanian Parliament will be debating this bill of law after Easter.
The adoption of this law is an act of high social responsibility; this law is the signal of a maturity of thinking for a country who wants to fill a place of dignity in the world, to reach economic success, to keep and to develop its national and cultural identity in the future.
Our petition goes to ask for support from all the representatives of the civil society and all Romanian and international personalities at home or abroad to support the bill of law.
в Gifted education is supported by numerous international laws: Recommendation 1248/1994 of the Council of Europe, Education Act 1997 (UK); Chapter II (2005) в Labor Party Manifesto for Education (UK); Additional Support for learning Act 2004 (Scotland); No Child Left Behind Act 2001 (US); The School Education Act 1999 (Australia); Education Act 1998 (Republic of Ireland); The Royal Decree 696/1995 (Spain) and others.
в These young people are different and they need a different educational system than what society is ready to offer for the moment. Still, gifted education is not an elitist education because it does not address a small percentage of the scholar population but through its programs of enrichment, acceleration, tutoring and mentoring all categories of children are promoted, supported to develop their natural abilities and potentials.
в Where ever the gifted educational system was implemented, the system was closely correlated with sustainable development and economic success through its amazing capacity to produce highly skilled and motivated human resources, with superior moral and intellectual capabilities, individuals capable to excel and further human knowledge in entrepreneurship, arts, leadership, science and research. The people of high ability can change the history and they do it. These are the people who can make the difference between a prosper society and a society close to subsistence.
в The reactions to the recent rejections from two of the most important European and international organizations active in the field of gifted education, ECHA -The European Council for High Ability and respectively WCGTC- The World Council for Gifted and Talented Children strongly encourage the development of a gifted education system in Romania and support the adoption of the bill of law: http://www.supradotati.ro/scrisori_sprijin.htm
These young people are the leaders who will guide our future with visionary minds, who will produce today tomorrowвs technologies, the inventions, the science, the arts and the culture of the future. Times and nations are measured from the heights of an Eminescu, Brancusi, Eliade, Titulescu, Iorga, Palade, Racovita, Moisil, Coanda, Vuia, Babes, Porumbescu, Enescu and Grigorescu. No other moment is better than this one; no other moment shall be so well brought to fruition for our country as the moment of today, by supporting the development of talent and potential for these young people. It is high time for it.
