Dear Mr. Moore,
I am shocked, appalled and dismayed by the cut in funding to the Canada Councils (CCA) Recording Grant for Specialised Music, announced this past August 2009.
This program is one of the most popular, if not THE most popular program in the Music Section of the CCA. Recordings made through this grant form the basis of promotion for Canadian composers and musicians creating contemporary Canadian art music.
This group of musicians and composers represents the research and development wing of music, both in Canada and the world. This is the music that commercial artists mine for the fragments of new sounds and examples of new form they include in popular music and its existence is as critical to music culture as medical research programs in Universities are to the well being of the public.
Cutting this program leaves no other support for the recording of new, contemporary Canadian art music as the only other funding bodies, Factor and SOCAN, have shown little if any interest.
Cutting the program in such a covert manner, during Parliamentary recess and during the summer vacation, does not speak well to the honesty and integrity of this government. To my knowledge, no one in the community of Canadian musicians and composers was consulted, which adds insult to injury.
I most strongly recommend and even demand, that this program be reinstated immediately to the body that is most able to administrate it; that being the Music Section of the Canada Council for the Arts.
