Since all members of Congress act like clowns anyway we the undersigned hereby submit that:
1. All members of congress shall be required to dress like clowns while on the floor of congress, and while appearing in public.
2. All clown costumes MUST include face paint, over size shoes, a wig, and an oversize round nose made from Nerf material.
3. The costume worn by Bozo The Clown on Chicago Channel 9 is reserved for the Vice President of the USA, when he is acting as President Of The Senate.
4. Democrats shall wear BLUE clown wigs, Republicans shall wear RED clown wigs. Noses can be of any color.
5. Anyone running for office must comply with the clown rule and dress accordingly.
The clown rules shall remain in effect until the day when members of Congress decide to stop acting like a bunch of Bozos.
