The home owners of Fairview Manor, aka Collingbrook, are deeply concerned about the condition our community has been left in by the developer, Michael Karnock, PDC LLC. Our community consists of 71 estate-sized lots with an average purchase price of $972,000.00 and the Phase II section, consisting of approximately 50 homes, has been without street lights for more than a year.

We have been patient with PDC and have attempted to work in good faith with them to resolve this matter amicably. We also understand the impact the slowing economy and the downturn in the mortgage industry has had on the housing industry as a whole. Additionally, we understand that the existing guidelines do not require PDC to install lights until Phase II is complete. However, given the lack of specific, nor an estimated time as to when development in our community will resume, it is unacceptable to expect the families of our community to live in darkness indefinitely. We think PDC would be required by its sense of social responsibility as a business in this county to insure its developments do not present obvious public safety issues for home owners. We think this lack of lighting is a major public safety issue and we implore PDC to make this an immediate priority and resolve this matter post haste.

The home owners of Fairview Manor have laid a stake not only in our community but in Prince Georges county as well. Not only do we live in the county, most of us work in the county and are significant contributors to the countys tax base. The average property tax assessment for homes in Fairview is $12,000.00 annually. We are a community of voters who demand that this issue be addressed immediately and to our satisfaction. We have waited long enough and we call upon you, our elected officials, to champion this cause for us as voters and members of the larger PG County community.

The residents of Fairview Manor ask that you sign our petition in a show of support for a call to action from our elected officials and ultimately the developer, Michael Karnock PDC, LLC.
