Dear Mr. Attorney General:
You are requested by the Vietnamese Communities in the United States as well as all over the world to pay special attention to the case of Ly Tong, who has been imprisoned in Thailand since November 10, 2000 for hijacking, and his term only remains to be served until May 17, 2006.
The Socialist Republic of Vietnam has demanded Thailand to extradite Ly Tong to Vietnam to be tried a second time for the same breach. Thailand will give an answer to Vietnams desire on the coming September 16-20 meeting of the ASEAN Justice Ministers in Hanoi.
If this mishap happened, against the no double jeopardy principle because Ly Tong has already been punished for his act, while there has been no extradition treaty between Thailand and Vietnam, and since Ly Tongs actions were of a political nature, we are afraid that he might be persecuted and unfairly sentenced out of revenge by that one of those Countries of Particular Concern.
Please be kind to prevent such an unfortunate incident, in order to safeguard the welfare and safety of the poor American citizen.
