The Baloch people were and are put under political, cultural, social and economic subjugation by the past Pakistani Regimes and the current army government for past 56 years. The Pakistani rulers stripped people of Balochistan from their human rights and lowered their status to the ranks of 2nd and 3rd class citizens. In the past 56 years, the people of Balochistan endured one of the most brutal national persecution and ethnic cleaning, by the all Pakistani Regimes. The policies of Pakistani authorities, like its predecessor, are based on the elimination of the national identity of Baloch people. Our people have been subjected to eradication of their national identity, their culture, language and customs. Our children are being deprived from the use and study of our mother language and our people arte being denied their social and political rights.
Our demands fro the basic human rights, including education in our mother language, have been labelled as separatist secessionist or called stooges of foreign countries, or danger to territorial integrity.
The Islamic Republic of Pakistan, which is a signatory of the UN Human Rights declaration, does not abide its international commitments, not does it respect its own constitutions.
Pakistan army in recent years intensified its campaign of repression against Baloch people. The army have always and is using torture as an instrument for extracting information and forcing a change of loyalties methodically and extensively. It has executed many, imprisoned thousands of Baloch students, political and human rights activists in Balochistan in recent years.
There are innumerable cases of incarceration, torture, disappearance and killings of innocent people of Balochistan in order to stop them unrelenting for rights of self-determination. To cite some examples: Pakistani security forces on 5th January 2001 have raided a house in Kalat Balochistan and killed three innocent Balochis. Ghulam Sarwar Baloch was arrested in 2002 and imprisoned for few days; he was then killed while in police custody on 23 February 2002. Another two Baloch people Abdul Razaq Lango and Azim Bangulzia were arrested and killed in police custody too. Moreover in 2004 the Ranger has fired many mortar bombs on a village in Dera Bugti and killed two women and a child while they were taking water for their families. The FC has opened fire on a pick up and killed two innocent Baloch and injured other two in Khuzdar region in 2004.
The army government refuses to release hundreds of Baloch political prisoners, many of whom have been in prison for over 6 years without any fair trial and court hearings.
Nora Marri, a Baloch was arrested in 2001 and was tortured continuously, Because of severe torture hes lost his health and physical energy. He now completely disables.
Some are old, ill ferial and over 70 years old. Abdul Khaliq Zehri, Alam perkani, Ali baig Marri Gul Hassan Marri, and many others are in prison since 2000, without exception all and sundry were subjected to its gruesome variety: beating, electric shocks, deprivation of sleep and food , hanging by hair with iron chains, being forced to sleep on ice slabs and burning with cigarettes etc. They are now suffering from many physical and mental illnesses.
Security forces arrested and imprisoned Mr Asif Baloch the chairman of BSO (Baloch Students Organisation) and his friends in the provincial capital city of Balochistan. His only fault was that he addressed a press conference at Quetta press club against the illegal and unlawful arrests of Baloch people in Balochistan.
Before I wind up my report I would like to write a statement of Pakistans permanent representative on 28th July 2004 in which he admits:
Despite the reorganisation of the principles of indivisibility of Human Rights, including the rights to development did not get much emphasis as civil and political rights. Foreign occupation continued as a primary cause of many leading conflicts and serious Human Rights violations. It was ironic that the just struggle of the people under occupation was often branded as terrorism.
Therefore we hope and wish the honourable permanent representative would peruse his government to implement the principle he is advocating and stop the ongoing illegal occupation and exploitation, killing and capturing of innocent people of Balochistan.
Many people have been killed due to carpet bombing in Gawader, Turbat, Dera Bugti, Kohlu and other parts of Balochistan, in which Helicopter gunship and fighter jets were used extensively.
Thousands of unarmed Baloch civilians, including women and children are being forcibly displaced from their homeland, to convert them into Minority in their own home by making place for Punjabi migrants to occupy Baloch land in Gawader and surroundings.
Balochistan is the riches province of Pakistan in terms of resources has been the least developed province, because of illegal occupation by oppressors, Punjabi bureaucracy and army. As per statement of the permanent representative the primary cause of conflict and serious Human Rights violation is illegal occupation, the same economic, social and cultural rights have been never given to the national minorities in Pakistan. The Rights of development is as mentioned has been given only to Punjab province. Development is only done in PUNJAB at the expense of the resources of minority provinces in general and Balochistan in particular.
Our political parties and students organisations representing a wide cross section of the Baloch society, and indeed we believe in non-violence and employment of civic mean of struggle. We fully adhere to the universal declaration of Human Rights and all related international laws and protocols. We are against and reject all forms of terrorism and violence. We struggle for the establishment of civil society, and will peruse peaceful resistance, as means and methods of realising our goal.
In summmary , specific demands of our people are partially as follows
We demand the education and study in our mother tongue.
We demand complete ownership of our economic wealth and natural resources.
We demand to stop the construction of army cantonments in different parts of Balochistan. Instead of them the government should built more schools and hospitals.
We demand the return of land to Baloch land owners whose properties were forcefully expropriated by Pakistani authorities and its agents.
We demand the release of all Baloch prisoners and political activists, who are being punished for undone crimes.
We demand that Pakistani authorities reaffirm its commitments and honour its international obligations to protect the Human Rights of all citizens in accordance with UN and EU Human Rights accords.
We demand the presence of international lawyers in all political trials against our people.
We appeal the international Human Rights Organisations, UN, EU Human Rights and the world leaders to help us to stop the execution of our people under the guise of Separatist and similar bogus charges. Help us to stop the genocide of a whole Baloch nation and the destruction of our national identity.
