Iran Football Team

What is the definition of a national Football team? Isn't it suppose to be a team with all the best players of the country? not in Iran. In Iran, a player who is not supported by majority of football lovers is the captain of team for many many years and now, we heared that he is not planning to retire before the age of 40!
why should he be in the team, when we have so many good young players waiting for a chance to play. Somthing that seems will not happen in the next years.
Everyone should have chance, and only the best players should be in the main list of our football team. But it seems that football teame manager and the football federation of Iran don't believe in this words. Does Federation and manager make rules for players or it's the players who rule the federation and national football team?
