Justice after Justice/Executive Clemency

It is the paramount belief of this entity that some felons should automatically be offered a $500 dollar stipend to facilitate the executive clemency process.
Many programs are offered to felons, job services, housing, and educational services yet none of them speaks to the problem of condemnation. There is an inherent need for most humans to feel forgiven for deviant behavior. Forgiveness for many will come in the form of a pardon. Pardons are constitutionally mentioned, as a form of human reconstruction, in the sense that what was previously constructed will be remade benefiting the system that molds the reform, the opposite of this is exactly what happens in the absence of pardons on the criminal level.
Another program is not the answer, rehabilitation programs cater to the system that entangles felons and makes them recidivist-career criminals. Clemency is the period at the end of the sentence that is already overrun with run-ons and commas.
Government money, any money available should be used in attempt to reduce recidivism.
The citizens will appreciate it, but more importantly every pardon granted or even attempted would positively move one from a disadvantaged position into an average position.
