Blizzard used a Night Elf model on Lady Sylvanas Windrunner NPC since the game World of Warcraft was launched.
There is no LOREWISE explaination about Sylvanas using a Night Elf Body. Now we have Blood Elf model, and some dark skins inside the gamefiles, that allow make a real "High Elf Body" and change her model to the right one.
