Make Banks Responsible for Identity Theft

I came to the conclusion that the criminals are not the ones to go after to stop identity theft. Lets go to the source of who is enabling these criminals to get away with this crime. THE BANKS! The Banks and financial institutions are the ones being negligent. They are the ones issuing the credit cards and loans to these criminals. The criminals that are using YOUR identity credentials. The banks are the ones NOT doing their jobs of proper identification checks to verify that you are who you are. And when they do make these mistakes, it is just another write off for them. But those mistakes have ruined the lives of millions of innocent victims. And it's not just the identity theft victims that suffer. It's also the consumer. The consumers are the ones that have to pay the high interest rates to cover the losses. Its time to take some action. I want to encourage congress to pass a law to make banks responsible and liable for the credit that they issue.
