We the signers of this petition ask Congress to enact an exemption to the labor laws, of the United States of America, to solve a unique union representation problem for retired NFL players. The unique on going Retirement Plan problems that effect every fast changing generation of players (averaging only 3.5 year careers) is manipulated by the NFLPAs Executive Director (currently Gene Upshaw) to the detriment of both the active and retired NFL players. Union CBA negotiations and resulting contracts invariably affect the retired players who built the industry under oppressive racial, health and medical, and monopoly conditions. Such labor law relief unique to the NFL and professional sports will affect no other industry and will cost the taxpayers nothing while it will add a needed element of maturity and sound judgment to future union and its retirement plan issues.
