PEOPLES MANIFESTO FOR 2009 ELECTIONS
Jamaat-e-Islami Hind is a nationwide organization with strong presence in every district of Andhra Pradesh. Although Jamaat has never contested the elections, it has been working for promoting the ethical and democratic values in the Political System. Jamaat had previously extended its support to secular candidates. It has also mobilized the masses on large scale for casting their votes in a way as to promote the candidates and parties with secular and democratic credentials.
For the 2009 General Elections, Jamaat has decided to render its support on the basis of certain commitments from the political parties. Any Political Party seeking Jamaats support in coming Assembly Elections in Andhra Pradesh will have to give written public commitment to implement the following measures if elected to power. A written agreement will be made between Jamaat and the Party regarding the timeframe of the implementation and a joint committee will monitor it.
Jamaat believes in a political system that is based on ethical values. It envisages a system of governance wherein every citizen enjoys equal opportunities and justice is free and easily accessible. Jamaat believes that peace and justice are interdependent. So for a peaceful society we need to have our systems strongly founded in the values of justice. The measures enlisted in this manifesto, formulate a small step towards the realization of Jamaats vision of a value-based welfare state.
Parties will therefore agree to ensure that;
1. No support to communal and Fascist Parties
The Party seeking Jamaats support will have to give an undertaking that, whatsoever may be the circumstances, it would not render its support to any party known for communal, fascist and totalitarian objectives, to form the government in the centre.
2. Right to Livelihood
1. Right to livelihood will be a legally recognized right of every citizen of Andhra Pradesh. For this every citizen will be legally guaranteed for,
1. Employment throughout the year (for at least one member of a household).
2. Food, Cloths and shelter
3. Safe drinking water.
4. Basic health facilities and access to free treatment
5. Access to free education at elementary and higher level
For this the budgetary allocation on social sector will be increased.
2. The interest on loans to farmers, poor entrepreneurs and other micro-credits will be brought to zero percent and a law will be enacted to effectively check the exploitation by private money lenders.
3. Promotion of Rural and Agrarian Economy
That special efforts will be made to promote agrarian sector and safeguard the interests of the farmers and rural population. For this following steps will be taken;
1. Implementing all the recommendations of Jayati Ghosh Commission on Farmers Welfare and the relevant recommendations of Swaminathan Commission.
2. Total ban on Future Trading and Forwards in agricultural commodities.
3. Tripling the budgetary allocation on agricultural sector.
4. Crime and corruption free Politics and governance
That massive campaign will be launched to effectively check the criminalization of politics and rising corruption in government machinery. For this,
a. Ticket will not be given to any candidate with criminal records, i.e. convicted or charge-sheeted in a court of law.
b. Veerappa Moily Commissions recommendations regarding bureaucratic reforms and increasing the punishment for bribery will be implemented.
c. Transparency in government functioning will be increased through effective implementation of RTI and e-governance measures.
5. Security and Effective Policing
1. Andhra Pradesh will implement all the directives of Supreme Court of India regarding Police Reforms and will reserve 25\% positions at all levels of Police force for minorities to ascertain unbiased policing. It will be made legally mandatory to investigate all deaths in Police Encounters and custodies and take action on its basis.
2. An exclusive Anti-riot act will be promulgated that will ensure,
a. Stringent punishment for hate speeches and writings, communal riots, inciting for communal killings and other such crimes.
b. Permanent tribunal to investigate riots and terror incidents with full judicial powers.
c. Punishment to law and order authorities failing to control the riots.
6. Social Justice and Equality
1. Legislation will be passed to have a Diversity Index as recommended by Sachar Committee in all public and private sectors and to link all government incentives with Diversity Index.
2. As recommended by Rangnath Mishra Committee, 15\% reservations will be provided to minorities in all government jobs and education, 10\% from which will be reserved for Muslim minority.
3. While allocating tickets for party candidates in Lok Sabha, Rajya Sabha, Assembly, Council and Municipal elections, it will be ensured that each community gets proportionate representation.
7. Making Waqf properties serve their purpose effectively.
The huge properties of Muslim Waqf will be organized in a way as to make it more productive and generate optimum resources for their intended purpose. For this;
1. To manage Waqf properties, Waqf Board will be given the status of an autonomous, authoritative corporation with full and legally established administrative powers.
2. Waqf Act should be amended to add the following features.
a. Compulsory Survey of all Waf Properties after pre-defined fixed period and notification of Survey Report in official gazette.
b. Availability of all the information related to all Waqf properties on internet.
c. Compulsory auction if any property is to be given on lease.
d. Exemption of Waqf Properties from Land acquisition Act etc.
