A la fin de l'annйe 1995, on a assistй en France а l'йvиnement dramatique du massacre de 16 membres de l'Ordre du Temple Solaire (OTS), drame qui a justifiй une sйrie de mesures discriminatoires prises а l'encontre des mouvements minoritaires qu'ils soient spirituels ou thйrapeutiques.

Plusieurs articles publiйs rйcemment dans la presse ont fait йtat d'йlйments nouveaux trиs troublants dans l'affaire de l'Ordre du Temple Solaire.

Parmi ces йlйments, figure le volumineux rapport de Gilbert Lavoue, l'expert en incendies commis par Alain Vuarnet et deux autres parents de victimes. Cet expert a constatй sur le site du drame une concentration en phosphore difficilement explicable autrement que par l'utilisation d'un lance-flammes pour carboniser les corps. Il a aussi constatй que l'йtat de carbonisation de certains ossements ne pouvait s'expliquer par la thиse officielle de l'incendie allumй par un des membres juste avant son suicide.

Un autre йlйment troublant est la note de quelques pages que les Renseignements gйnйraux ont fait parvenir au juge d'instruction et qui a йtй transmise aux magistrats au cours des dйbats, pour discrйditer les familles des victimes qui invalidaient la thиse officielle. Pourquoi cette pression sur des magistrats ?

Enfin, on ne peut qu'кtre troublй par les dйclarations de l'expert judiciaire Jean-Marie Abgrall qui affirme а qui veut l'entendre qu'il y a dans cette affaire " une chape de plomb " et qu'il s'agit d'un " secret d'Etat ".

Or, il faut se rappeler que la thиse officielle du suicide collectif a servi de justification а une campagne extrкmement virulente qui a eu deux consйquences funestes :
la publication, dans un rapport parlementaire, d'une liste noire de 172 mouvements religieux et spirituels mis а l'index, avec toute la cohorte des discriminations qui ont suivi pour leurs membres.
Le vote d'une loi d'exception rendant trиs aisйe la dissolution d'associations spirituelles et religieuses, loi qui a йtй condamnйe par les reprйsentants des grandes religions et les associations internationales de dйfense des droits de l'homme.

En consйquence, en signant la prйsente pйtition, nous demandons :

l'ouverture d'une enquкte complйmentaire comme le demandent les familles des victimes pour que toute la lumiиre soit faite sur le drame de l'OTS, sans nйgliger aucune piste.
l'abrogation de la liste des 172 mouvements mis а l'index, liste utilisйe pour justifier toutes sortes de discriminations abusives.
l'abrogation de la loi About-Picard, loi d'exception qui n'a aucune justification dans un Etat de droit et une dйmocratie comme la France. La loi doit кtre la mкme pour tous et il ne saurait y avoir de loi " sur mesure ", qui plus est rйdigйe en termes subjectifs pour mettre а l'index, voire dissoudre, des groupes simplement par ce que leurs croyances ne sont pas partagйes par la majoritй.
l'arrкt des subventions accordйes par les pouvoirs publics а des associations qui militent contre la libertй de conscience et qui combattent des groupes spirituels et religieux simplement par ce que ceux-ci ne leur plaisent pas.

At the end of 1995, a dramatic event occurred in France with the massacre of 16 members of the Solar Temple (OTS), an event which justified afterwards a range of discriminatory measures towards spiritual and religious movements.


Dear Readers,

As you may be aware, there was recently a decision in the French Court in Grenoble France, to close the investigation into the circumstances surrounding the massacre of Solar Temple members in this country. New elements have been discovered by the attorney for several of the families of the victims of this massacre, which are quite disturbing and show that there was definite malfeasance uncovered in this horrific incident.

Amongst the most disturbing element is the statement from psychiatrist, Jean Marie Abgrall, who originally testified that this was a "mass suicide", but has now revealed that the Solar Temple matter (coined "OTS" for Order of the Temple Solaire), was a creation of the French intell agencies and outside intell agencies as well, who set up and ran this group for their own use. Millions of dollars were funneled through this group for the purposes of intelligence agencies. A number of news articles were published in France recently exposing this.

Among the other elements revealed is the expertise done by Professor Gilbert Lavoue, who is a Court-appointed specialist on fires. The judge allowed a request by several of the victim's family members, including Alain Vuarnet, son of the French ski champion to exhume the bodies of Mrs. Vuarnet and Patrick Vuarnet (Alain's mother and brother). This expert found a high degree of phosphorous in the bodies,
which could only be explained if an Army flamethrower was used to burn the bodies. Additionally the temperature used to burn the bodies was too high for a simple wood fire, and had to be an Army flamethrower.

Another disturbing element that was released is a note sent by the Renseignments Gйnйraux (the French "RG" or Internal Police in France) to the Judge of Instruction on the OTS case, and which was sent to the other judges before the judgment had been made in an attempt to discredit the families of the victims and the expertise done on the exhumation of the bodies. This note was a straight attempt to influence the judge on his decision.

It may be remembered that what was officially passed off as a "collective suicide" has been exploited as a justification to an extremely vicious campaign whose effects were dramatic. This Solar Temple theory was the beginning in France of a hysteria created by those who set this up, to equate any religious movement to a "potential suicide" cult.

In France, the repercussions were horrendous:

- a black list of 172 ostracized religious and spiritual movements was published in a parliamentary report, generating discrimination for their members.

- a law of exception (the About-Picard law) was voted to make the dissolution of religious and spiritual groups very easy; a law which was highly criticized by leaders of traditional religions and the international human rights community.


We therefore request, by undersigning this Petition :

That a full enquiry is ordered as requested by the families of the victims of the Solar Temple massacre, so that all elements are unearthed on the OTS tragedy.

That the list of the 172 ostracized groups be cancelled, as this list has been used to justify all sorts of discrimination abuses.

That the About-Picard law be cancelled, as a law of exception without any justification in a legal and democratic state like France. The law must be the same for all and a "tailor-made" law is unacceptable, based on subjective terms to ostracize and even dissolve groups just because their beliefs are not those of the majority.

That the flow of public funds to private militant organizations (anti-"sect" groupst like CCMM or ADFI/UNADFI) who are fighting against freedom of conscience and spiritual groups, just because they disagree with them, come to an end.
