Ms. Shi lives in California and was a student in a two-year nursing program at Central Arizona College starting in 2005. Shi completed her first-year classes with excellent grades and received awards. In the fall of 2006, the Program was under the direction of a newly hired associate dean Ruth Ellen Carlson with all newly hired instructors. She was being treated disparately. One day, the dean Carlson verbally humiliated Shi for being a Chinese. Shi immediately filed an internal discrimination complaint with the College and filed similar complaints to the Nursing Board late. As a result of her complaints and her report to the Nursing Board about the nursing instructors cheating on the tests, Shi was summarily terminated from the program for stated reasons which were both fictitious and did not justify termination under the Student Handbook.
Not satisfied with destroying Shis career aspirations, Board staff conspired with Ruth Carlson, et al., and initiated a complaint against her CNA certificate with the same fabrications. The allegations in Boards notice of charges are just based on Board staff Betty Nelsons interview with each individual defendant who has a pending case before the Federal Court for the same wrongdoing. The Patients Medical Record from Phoenix Children Hospital proves the alleged accusations in the charge to be entirely false. Board staffs previous emails and first eyewitnesses statements revealed that those board staff intentionally makes false information which were used as factual allegations in the charges.
The Boards treatment to Shi can be also compared to all other students who were dismissed from Nursing Program. The Board never takes an action against those students CAN certificates. Specifically, the Board staffs complaint against her CAN certificate constitute disparate treatment.
Discrimination and retaliation in this case are obvious. We ask you to take heed to our voice and take a good look at this case personally. Ignoring unlawful conducts of racists would be further encouraging discrimination.
