Release CS 1.6 as a download patch?

Since Steam fucked up totally and tricked the biggest online game community ever into downloading thier shitty program, and then it didnt work... i hope this will be reconsidered, and valve release a DOWNLOAD PATCH like all other updates in the past, this gheyness cannot continue...
