(1) All those leaving care or having left care to have access to all files and information relating to them and for any Closure Orders to be removed.
(2) There to be transparency and accountability at all levels of local and/or national government whether recent or historic with particular regard to erroneous and unlawful actions by local authorities.
(3) Local authorities which are self-regulating to be properly and more closely monitored, preferably by an independent body which would endeavour to ensure that all local authorities work to the same high standard.
(4) Abolition of the Local Government Ombudsman and to be replaced by a proper independent body which would not include anyone connected with a local authority.
(5) The Limitation Act 1980 to be waived in all civil claims relating to childhood abuse, whether or not in care, however historic that claim may be.
(6) A panel of fully qualified independent legal advisors to be set up to represent individuals claiming childhood abuse or abuse by local authority actions.
(7) Legal Aid, subject to means assessment, to be available throughout all such civil claims, including any resulting trial.
(8) Abolition of sending young persons in care into the penal system which local authorities use to cover up incompetence and negligence.
(9) Proper investigation and inquiry by national government into unresolved claims and complaints.
Interpretation:
'Abuse': Written, verbal, psychological, physical or sexual abuse.
'Independent': Persons who are not connected in any way with local or national government.
'Care': Where a local authority has assumed the parental rights in respect of a child or young person.
