We also suggest a companion tuition program for students who want to learn a trade. Since everyone does not want to attend college, TOPS discriminates against those citizens who want to learn a skill.
Below is our proposal:
TOPS scholarships should be granted on academic merit only. TOPS dollars should reward the serious students who achieve a 3.0 grade point average in high school (Grades 9-12).
Scholarships should be awarded to those students who get and ACT score of 23 or more. Alternatively, scholarships can be awarded to those that score 1500 or more on the SAT examination.
A college semester grade of less than 3.0 at any Louisiana university will initiate revocation of the TOPS scholarship.
Students whose grades do not meet TOPS standards, must repay all scholarship awards in full, including accrued interest at the prevailing rate.
This proposal does not discriminate based upon race, religion, sexual preference, economic status, or sex. It is entirely fair to all applicants who are serious scholars.
