Allow Citizens to Register YES/NO on laws presented in Parliament and Assembly

Dear CMs of India,

I request you to sign a Govt Order submitted later in this proposal to enact following procedure

1. Any citizen to pay a fee of Rs 5000, inward the text of a proposal in the CMs office and obtain an inward number.

2. Any citizen can go to the Talati's office, show his voter ID, pay Rs. 4 fee, provide the inward number and register his YES/NO on any of the proposals submitted to CMO within 60 days after inwarding the proposal

3. The clerk will give him the receipt for his YES/NO.

4. The citizen may pay fee again and change his YES/NO any day.

5. The Talati or person in-charge will publish the list of citizens with their YES/NOs on the city's website. (Please note that there is no confidentiality, this is OPEN system). The CM's secretary may put list on some URL such as
nic.in/STATE_NAME/proposal_number/DISTRICT_NAME/WARD_NAME/list.htm

6. On the 65th day, the CM's secretary will disclose the YES/NO count of the proposal over entire State.

7. The YES/NO count will not carry any legal weight on CM, MLA, any officer, court etc. It is only for the citizens to know the opinions of fellow citizens.

The DRAFT of the Govt Order

1. The Cabinet Secretary is hereby ordered to accept any proposal that any citizen residing in India with valid voter-ID proposes. The Cabinet Secretary would take a fee of Rs 5000/- plus Rs 1000 per page over 5 pages from the applicant, and give a serial number with date. The Cabinet Secretary would put the all the pages of proposal on the State Government's website within 48 hours. The Cabinet Secretary may delegate this responsibility to any officer of the rank no less than Deputy Collector.

2. All Talaties are hereby instructed to allow any citizen to register his YES/NO on any proposal submitted to Cabinet Secretary in clause-1 in past 60 days. The Talati would charge a fee of Rs 4, shall take citizen's voter-ID number and proposal number with date, and enter this information in his PC. The Talati would provide a computer generated receipt to the citizen.

3. The Collectors are ordered to ensure that the YES/NO opinion comes on State Government's website under the link provided for that District/Tahsil and area by the Cabinet Secretary.

4. On 65th day after the proposal was submitted, the Cabinet Secretary or the officer designated by him will publish the YES/NO count of the proposal on State Government website

5. For the purpose of informing citizens, it is hereby stated that the citizens' YES/NO will have no bearing on any Minister, officer or a court. The citizens YES/NO and counts are only so that citizens can become aware of what other citizens opine.

Using this procedure, we, the commons of India, can prove that

1)We are hostile to laws like 498A, DVA
2)We want equal to end VAT, octroi, excise etc and confine to income/wealth taxes

and so forth.
