American Prisoner Seeks Help - Not financial

My name is Richard Grosso, Im a 47 yr old prisoner confined in the State Correctional Institution at Green (SCI-GREENE) within the Restricted Housing Unit (RHU Segregation) held on Administrative Custody Status (A.C Status) in Waynesburg, Pennsylvania.

Briefly, while i was confined at a previous Institution (SCI-ALBION in Erie County), prison authorities there received, on 26th December 2001, a Counterfeit Court Order via USA mail, changing my sentence from 10 to 20 years to 2 and a half to 5 years.

On 28th December 2001 I was taken to the RHU and placed on AC status as a general escape risk although SCI-ALBION did not issue me any misconduct report(s) for the said documents.

However, on 9th February 2002, prison authorities at SCI-ALBION found a handcuff key in my possession and sanctioned me to 5 months disciplinary custody status for the key.

On 9th July 2002 I was then transferred to the maximum security prison at SCI-GREENE and placed on the AC Status within the RHU. I immediately attempted to get into the Special Management Unit (SMU) or the Long Term Segregation Unit (LTSU). The Programme Review Committee (PRC), which interviews RHU inmates every 90 days DENIED my request.

The SMU and LTSU programs were initially devised by the Pennsylvania Depatment of Corrections (DOC) for the DOC's worst of the worse inmates so upon completion of the the said program the inmate could work his way out of the the RHU due to "Positive Attitude Adjustment"

In January of 2003 I was formally charged with implements of escape - the handcuff key. In May of 2003 I pled guilty to a LESSER charge of receiving stolen property as part of a plea bargain. The court sanctioned me to an additional term of Consecutive Incarcertion of 3 to 6 months.

Every ninety (90) I see the PRC and ask for a transfer to any state facility within the system as long as Im returned to the general prison population (GP). Every ninety (90) days Im refused this application as Im told Im an Escape Risk and/or Im a Very Bad Dude. Im NOT dealing with professional jailers; Im dealing with typical Pennsylvania bureaucrats. It must be noted that the DOC provides a monthly list of the states most dangerous escape risks by the Regional Deputy Secretary for the DOC and Im NOT on that list to any degree

I recently filed a Writ of Habeas Corpus relating to my RHU confinement that was denied in the local court. I immediately filed a Timely Appeal to the Superior Court at Pittsburgh, PA. At docket number #1621 WDA 2004-11

I seriously anticipate my case will be denied/dismissed because Im representing myself due to poverty in the absence of a lawyer.

I aver that I have a history of escape but in this instance Ive been punished three (3) times; by SCI-ALBION, by the Erie County Court and currently SCI-GREENE.

Im tired of this lockdown! Im NOT asking for money from anyone who reads this. Im asking for someone in the legal community contacting the Deputy Attorney General in the Office of the Attorney General at Pittsburgh, Pennsylvania who is now representing Superintendent Louis S Folio and convincing this attorney, Robert S Engle berg Esquire to have his client superintendent Folino petition me for a transfer to any State Correctional Institution willing to accept me into their general population.

I feel Ive been locked down long enough in segregation. Even Papillion on Devils Island wasnt subjected to being punished three (3) times due to one (1) event.

I need as much support on this matter, by way of a petition, so that my voice can be heard. I just want the chance, which I am entitled to, to be placed back in General Population to prove my positive attitude and a chance to work my way towards Parole eventually.
