The BBC's director general has recently announced that the BBC plans to open its archives to the public http://news.bbc.co.uk/1/hi/entertainment/tv_and_radio/3177479.stm . We, the undersigned, welcome this move as a sign of the BBC's commitment to public service values. We would like to suggest that the BBC use two popular, freely available, open source tools to encode and distribute this content.

Xvid http://www.xvid.org is an MPEG 4 codec used to create and view high quality, highly compressed, media files. Viewers of Xvid files are free to choose which media player they use to view files, rather than having to rely on intrusive and monopolistic technology such as RealPlayer.

BitTorrent http://www.bitconjurer.org/BitTorrent/ is a protocol for distribution of large files. Consumers of files distributed over BitTorrent simultaneously share the file with their peers, drastically reducing bandwidth demands on the original source. Again, users of the BitTorrent protocol are free to choose from a number of free clients for downloading files.

By making use of technologies such as these, the BBC would reinforce its worldwide reputation for innovation, intellectual freedom and public service.
