Democratic Approach to Tax Reform

This petition is an effort to approach the United States' tax situation in a way that would put more control in the hands of the voters. I'm not saying that we should get rid of government and just have us run the show without them; I'm simply saying that there is a way that the people can be more active and have more control in the whole process. I know there are many citizens that don't know enough about the specific nuances of the tax code (myself included), but what I'm proposing might not need to change the code that m.uch at all.
The government seems to be debating so much about entitlements, spending, and loopholes, and getting caught up in party politics, to really get involved with making any real progress.
Essentially, my platform is, we're the ones paying all the taxes - the poor, the getting by, and the rich- so when we pay taxes, we should have a strong say about where that money's going. I'm sure all Americans, Democrats, Republicans, Independents, Socialists,etc., can all agree with that statement. With all the focus on taxes, debt, the environment, technology, spending, infrastructure, and countless other things we're concerned about, wouldn't it help if every single person figured out exactly where their money should go, I mean EXACTLY where it should go? If someone supports the overseas conflicts, gun rights, tax-exempt status for churches, etc., then they should have the right to say "I want my money to go to these things." If people support better education, scientific research, green energy, infrastructure, national defense, etc., then They should be able to say the same thing. And, if the one group Doesn't support the other groups causes, then they should also have the right to say "I do Not want my money to go to those things", and vice versa.
A possible way to do it could be to offer a ballot with all the questions or options available, and we vote on them. Before the ballots are sent out or e-mailed to everyone, we survey everyone somehow, via internet, mail, or person to person survey, figuring out the most important things to put on the ballot, so we don't have to do it a bunch of times. Then, when the ballots are available, we simply vote.
There could be a box asking
"If your taxes going towards spending, where do you want it to go, and where do you Not want it to go?"
"Do you want your taxes going towards giving specific groups tax-exempt status, religious, civil, or otherwise? -If yes, which? If no, check no.
"Do you want your taxes going towards supporting the war on drugs, yes or no?"
"Scientific Research, including green energy, yes or no?"
"Education, yes or no?" "Infrastructure, yes or no?" "Better healthcare, yes or no?"
Etc, etc, etc., until all the possible places our money could go is covered.
It seems simple enough to me. Why can't our tax dollars go where we want it to? Maybe any future tax-hikes wouldn't matter much, if the biggest parts of it are reigned in a bit, and the biggest part went toward the important things. I'm optimistic enough to think that regardless of political affiiliation, race, religion, etc., we can all agree on what's really important.
